
The latest issue of the geography and geopolitics journal Hérodote (2025/4, no. 199) has been published. It addresses the thorny question, « Europe Towards Power? »
ClaimSov project members Riccardo Nanni and Francesca Musiani contribute to the issue with the article « Analyzing Digital Sovereignty within the European Union: A Political Economy of Huawei Bans » (in the French language). Using an approach that blends IPE and STS, they examine the quest for digital sovereignty undertaken by European Union countries vis-à-vis China, in light of Chinese investments made in the EU from 2009 to 2021.
Here is a summary of the issue: « Since Trump’s return to the White House, the geopolitical context to the west of the European Union has changed: clearly, the American ally, which guarantees EU security through NATO, no longer intends to do so, as China is its primary concern. European states must therefore now not only assume the financial burden of their defense, but also build a defense industry to become independent of the United States. This need is all the more pressing given that Europe has chosen to support Ukraine against Russia, a war that has now lasted for almost four years. Europeans are thus forced to question the resilience of the principle on which they founded their existence: rejecting power through the strength, for the benefit of trade and peace. »
